Title: Brussels as proximity city
Abstract: Brussels wants to strengthen its qualities as a neighbourhood city at a regional scale: a concept also known as a city of proximity or 10/15-minute city. The neighbourhood city is a city on a human scale, built up of strong local amenities, services and space for active mobility, supported by good public transport. A common definition on a regional scale, a GIS-tool and strategic recommendations were developed to support a learning organisation in the Brussels Capital Region. This approach combines spatial analysis, programmatic guidelines and governance frameworks to actively steer the distribution of everyday amenities across neighbourhoods. It also acknowledges that proximity is not only a matter of distance, but of social inclusion, accessibility and quality of use.

Title: Making the 15-minute city work beyond the centre: Imagining 15-minute accessibility in urban outskirts
Abstract: Drawing on findings from the DREAMS DUT project, this keynote presentation explores how residents in the urban outskirts perceive, experience, and imagine 15-minute neighbourhood accessibility. Combining a survey of over 750 residents in Brussels with participatory workshops and the DREAMS map-based decision-support tool, it highlights the barriers people face in accessing everyday amenities locally as well as the policy pathways to support more equitable neighbourhood accessibility beyond the urban core developed through a backcasting workshop.
