    Ibtisam Adem is a Labour Councillor in the London Borough of Lambeth, elected in May 2022. She is the Policy Lead for Sanctuary Seekers and Migrants.

    Ibtisam is a member of the Migrant Champions Network, a network of local councillors from across the UK - and across different political parties - working together to fight for the rights of all migrants.

    Ibtisam came to the UK as a refugee from Eritrea. As someone with lived experience of being a refugee, she was motivated to become a Migrant Champion to raise the issues asylum seekers, refugees and migrants living in Lambeth face as a result of the hostile environment, and to support the work of Lambeth Council's Sanctuary Services.

    She is proud that Lambeth was the second local authority in London to become a Borough of Sanctuary.

    Simona Bieliūnė, a Doctor of Educational Sciences with more than 15 years of expertise in violence, bullying, substance abuse, suicide prevention, mental health literacy and other related fields. Since 2023 she has undertaken the role as the vice mayor of the Vilnius city municipality. 

    Currently, she is responsible for issues of social welfare, including the provision of social services to all population groups, integration processes of migrants, national minorities, development and allocation of social housing, issues of inclusion of people with disabilities. She also takes care of the provision of health care services to residents, coordination of cultural institutions and activities, promotion of the night economy in Vilnius. On behalf of her city & Eurocities, she is currently taking the role as a Shadow Commissioner, ensuring that the needs of the European cities in the migration and integration processes would be heard by EU institutions and their representatives.

    Simona is interested in implementing innovative services and programs for residents of different ages, planning, and implementing changes in the areas of public management and leadership. Has accumulated many years of training and consulting experience in the field of child welfare and human rights assurance. Consistently participates in various types of activities in solving the issues of education and improvement of social-emotional competences of different professions and social groups.

    Jan Braat Jan Braat is a social scientist and a senior policy-advisor migration and inclusion in the city of Utrecht, one of the four major cities in the Netherlands.  His subjects, within the department of Social Welfare, are matters of homelessness and for the last 20 years, inclusion, undocumented migrants and asylum policies. At the national level, Jan Braat is well known as an expert on dealing with migration problems. He initiated shelter modalities for undocumented migrants and several projects of voluntary return, the regularization program in 2009 and successfully made it happen that since beginning of 2022 the organization of language lessons became competency of the municipalities again. In 2016, he co-founded with Mrs Niene Oepkes the successful Plan Einstein concept in which refugees, Utrecht inhabitants from the neighbourhood and youngsters live, work and learn together, made possible by the Urban Innovative Action Fund of the European Commission. He is the chair of the City initiative on Migrants with Irregular Status in Europe (C-MISE) together with Oxford University, a network of 50 cities. He is also member the International Alliance of Safe Harbours, a network of 40 cities with a welcoming culture for refugees.

    Jan graduated in civic sector studies at Charles University in Prague, he has been working for 7 years as a specialist in migrant integration at the Prague City Hall, before that he worked on the same agenda in the largest municipal district of Prague (Prague 4). One of his main tasks is to ensure the implementation of the integration policy of the City of Prague, which are set out in the city's strategic documents for this area. His work does not involve direct work with migrant clients, but rather focuses on systemic support for integration in cooperation with non-profit organizations, Prague municipalities and other institutional actors. Jan sees the development of systematic cooperation with migrants and their organisations in the development and implementation of the city's integration policy as a major challenge for Prague in the field of integration, as well as the anchoring of mainstreaming work with foreigners within the municipality.
