Mutual Learning on Strengthening social services for people in need in Central Eastern European cities cover image

As a part of the Mutual Learning event, cities are invited to apply to submit a challenge for which they would like to receive recommendations or to submit a best practice from which they would like the others to learn from.

The co-learning workshops offer an opportunity to learn from and build on the lessons and experiences from other city initiatives. Each workshop features good practices from one of our members, after which, participants will discuss the building blocks of the approach and how to transfer it to other urban contexts.

The co-creation workshops aim to generate exchanges of experience between cities on specific local challenges with the goal of bringing fresh perspectives to help cities tackle the situation. Following a presentation by the selected city, the challenge will be explored through situation-based group work, resulting in a set of ideas for the city to further explore.

What do selected cities have to provide?

  • A brief description of your local context and initiatives related to your work or ambition on advancing social service provision (see the two types of application forms below).
  • Attend a preparatory meeting with Eurocities ahead of the event.
  • Present your case during a workshop at the Mutual Learning in Zagreb.
  • Be actively engaged in the preparations, mutual learning and follow-up after the meeting.

Why should you apply?

If selected, your city will have the opportunity to gain valuable insights and solutions from peer cities. You will inspire other cities to share similar challenges and solutions they tested in their context, from which your city can benefit as well.

If your city challenge is selected, Eurocities can cover the travel, accommodation and subsistence costs for one city delegate to the Mutual Learning in Zagreb, up to a maximum threshold as per guidelines of the European Commission for EU-funded projects. Further information will be communicated to the selected cities.

You are invited to apply to this open call by filling in the questionnaire below in English. Please note that word limits are indicative. The deadline to apply is Thursday 30 October 2025, 23.59 CET.

How will the participants be selected?

The selection will be made by the Eurocities office based on the following criteria:

  • Overall quality of the application
  • Relevance of the challenge to the theme of the Mutual Learning
  • Commitment to follow-up and implement new ideas from the workshop into your local context
  • Geographical balance between participating cities
  • Engagement in Eurocities’ Social Affairs Forum or willingness to engage in the future

Selected cities will be informed by Eurocities at the latest 10 days after the call for applications closes.
