Living-in.EU Digital Assembly 2026 - “Key Technologies for Future-Proof Cities: from data spaces to digital twins”

The Living-in.EU Digital Assembly is the political advisory body of the Living-in.EU network. It is co-chaired by Lluïsa Moret Sabidó, Mayor of Sant Boi de Llobregat, and Ivan Goychev, Deputy Mayor for Digitalisation and Information Systems of Sofia. This flagship event brings together mayors, regional leaders and key stakeholders to debate the political priorities of the network and to provide strategic orientation in support of the twin green and digital transformation of EU cities and communities. 

The 2026 edition will take place under the theme “Key Technologies for Future-Proof Cities: from data spaces to digital twins”. It will explore the data-driven journey of a city, regardless of its size: from identifying its needs and challenges, through mapping dependencies for federated data spaces, to developing and using data platforms and digital twins in urban planning.

What is Living-in.EU?

The Living-in.EU movement was launched in 2019 on the initiative of Eurocities, OASC and ENoLL and with the support of the European Commission, the Finnish EU Presidency, and the Committee of the Regions.

A political declaration ‘Join, Boost, Sustain – joining forces to boost sustainable digital transformation in Europe’s cities and communities was launched at the ‘Boost’ event in Oulu, under the Finnish EU Presidency. The declaration outlines the ‘European way’ of digitally transforming cities and communities. It is a new multi-level collaboration between all levels of government – national, regional, and city – to ensure technological leadership while respecting European values and diversity, as well as individuals’ digital rights.

In January 2020, at the Cities Forum event in Porto, over 60 EU, national, regional and city leaders, by signing the political declaration, joined the movement. Since its launch, the movement has grown to over 120 signatories and over 100 supporters including industries, associations, academia and non-EU city governments.

With the Go Li.EU project, which stands for Governance of the Living-in.EU Community, Eurocities, OASC, ENoLL, and two more partner networks – ERRIN and CEMR – are entrusted with the task of bringing the movement to the next level. During the next four years, we will work to animate and expand the community and make it relevant to its member cities, regions, governments, businesses, and citizens.

We will support the work of the thematic sub-groups and the exchange on key topics such as local digital twins, data spaces and urban data platforms. Shared resources, ready-to-use templates, roadmaps, and guidelines, as well as events, meetings, webinars, and forums, are also on the agenda. Living-in.EU is the to-go-place for cities to network and progress on their digital transformation journey.
